ہمسایوں کے حقوق
حضرت ابو ہریرہ رضی اللہ تعالیٰ عنہ سے روایت ہے کہ رسول اللہ ﷺ نے ایک دن ارشاد فرمایا کہ: “اللہ کی قسم! وہ شخص مومن نہیں، اللہ کی قسم! وہ شخص مومن نہیں، اللہ کی قسم! وہ شخص مومن نہیں۔” (جب آپ ﷺ نے بار بار یہ الفاظ ارشاد فرمائے اور اس شخص کی وضاحت نہیں کی تو) صحابہ نے پوچھا کہ یا رسول اللہ ﷺ! وہ شخص کون ہے (یعنی رسول اللہ ﷺ کس بد نصیب شخص کے بارے میں قسم کے ساتھ ارشاد فرما رہے ہیں کہ وہ مومن نہیں، اور اس میں ایمان نہیں) آپ ﷺ نے ارشاد فرمایا کہ: “وہ شخص جس کے پڑوسی اس کی برائیوں اور اس کے شر سے محفوظ و مامون اور بے خوف نہ ہوں۔” (بخاری و مسلم)
انسان فطری طور پر معاشرتی زندگی گذارتا ہے اور معاشرے کے ایک اہم رکن کی حیثیت سے بہت سی ذمہ داریاں قبول کرتا ہے، دین اسلام نے ان ذمہ داریوں کو احسن طریقے سے انجام دینے کے لیے بہت سے اصول وضوابط مقرر کیے ہیں تا کہ ایک ایسا پر امن فلاحی، اسلامی معاشرہ وجود میں آئے جس میں ہر کسی کے حقوق کی ضمانت مہیا کی گئی ہو، انہی ذمہ داریوں میں ہمسائے کے حقوق بہت اہمیت کے حامل ہیں، جن کو ادا کیے بغیر معاشرے کے قیام کا تصور محال ہے، ہمسایہ وہ ہے جو آپ کے گھر کے قریب ہو، اس کا آپ پر بہت بڑا حق ہے، اگر وہ نسب میں آپ سے قریب ہو اور مسلمان ہو تو اس کے تین حق ہیں ہمسائیگی، قرابت داری اور اسلام کا حق، اسی طرح وہ نسب میں قریب ہے لیکن مسلمان نہیں تو اس کے دو حق ہیں ایک ہمسائیگی کا اور دوسرے قرابت داری کا اور اگر وہ رشتہ دار بھی نہیں ہے اور مسلمان بھی نہیں ہے تو اس کا ایک حق ہے یعنی ہمسائیگی کا حق، اللہ تعالیٰ کا فرمان ہے۔
“اور اللہ تعالیٰ کی عبادت کرو اور اس کے ساتھ کسی کو شریک نہ کرو، اور ماں باپ، قرابتداروں، یتیموں، مسکینوں، رشتہ دار ہمسایوں اور اجنبی ہمسایوں (سب) کے ساتھ احسان کرو۔” (النساء ۔۳۶)
یہاں اللہ تعالیٰ نے ہر ایک کا حق درجہ بدرجہ تعلق اور حاجت مندی کے مطابق بیان فرمایا ہے اور ان کی ادائیگی کا حکم دیا ہے، سب سے مقدم اللہ تعالیٰ کا حق ہے، پھر ماں باپ کا، پھر درجہ بدرجہ سب واسطہ داروں اور حاجتمندوں کا اور قربی اور اجنبی ہمسایوں کا۔
اس حدیث میں رسول کریم ﷺ نے فرمایا کہ اس شخص کو ایمان سے کوئی تعلق نہیں ہے، وہ شخص اپنے ایمان کے دعوے میں جھوٹا ہے، جس کے شر سے اس کا پڑوسی تک محفوظ نہیں، اس دعوائے ایمان کا اللہ تعالیٰ کے یہاں کیا وزن ہو سکتا ہے جس کا عمل دنیا میں کہیں پتہ ونشان نہیں ملا، اس درخت کو درخت کہنا فضول ہے جس میں سرسبزی وشادابی نام کو بھی نہیں پائی جاتی، اس چراغ کو چراغ کیسے کہا جا سکتا ہے جو نہ خود روشن ہے اور نہ اپنے ماحول کو روشنی دیتا ہے۔
حدیث کے الفاظ میں غور کر کے ہر شخص اندازہ کر سکتا ہے کہ رسول کریم ﷺ کا یہ ارشاد کیسے جلال سے معمور ہے، اور جس وقت آپ ﷺ نے یہ ارشاد فرمایا ہوگا، اس وقت آپ ﷺ کا حال اور آپ ﷺ کے خطاب کا انداز کیا رہا ہوگا، بہر حال اس پر جلال ارشاد کا پیغام یہی ہے کہ ایمان والوں کے لیے لازم ہے کہ پڑوسیوں کے ساتھ ان کا برتاؤ اور رویہ ایسا شریفانہ رہے کہ وہ ان کی طرف سے بالکل مطمئن اور بے خوف رہیں، ان کے دلوں دماغوں میں بھی ان کے بارے میں کوئی اندیشہ اور خطرہ نہ ہو، اگر کسی مسلمان کا یہ حال ہے، اور اس کے ہمسائے اس سے مطمئن نہیں ہیں تو رسول اللہ ﷺ کا ارشاد ہے کہ اسے ایمان کا مقام نصیب نہیں، نبوت کی زبان میں کسی عمل کی سخت تاکید اور دین میں اس کی انتہائی اہمیت جتانے کے لیے آخری تعبیر یہی ہوتی ہے کہ اس میں کوتاہی کرنے والا مومن نہیں، افسوس! کہ اس طرح کی حدیثیں ہمارے معاشرے میں اب کلامی بحثوں کا موضوع بن کر رہ گئی ہیں، شاذ و نادر ہی اللہ کے وہ خوش نصیب بندے ہوں گے جو اس طرح کی حدیثیں پڑھ کر اور سن کر زندگی کے اس اہم شعبہ کو درست کرنے کی فکر میں لگ جائیں، حالانکہ آپ ﷺ کے ارشادات کا مقصد و مدعا یہی ہے، اس طرح کی حدیثیں پڑھنے اور سننے کے بعد بھی اپنے ہمسایوں کے ساتھ اپنے برتاؤ اور رویہ کو بہتر اور خوشگوار بنانے کی فکر نہ کرنا بلاشبہ شقاوت اور بدبختی کی نشانی ہے۔
یہاں یہ بات اچھی طرح سمجھ لینی چاہیے کہ اس حدیث مبارکہ میں مسلم اور غیر مسلم ہمسائے کا کوئی فرق نہیں ہے، اللہ تعالیٰ امت کو توفیق دے کہ وہ اپنے رسول کریم ﷺ کی ان ہدایتوں کی قدر و قیمت کو سمجھیں، اور اپنے آپ کو صحیح مومن کی مثال بنائیں تا کہ دیگر قوموں کو اسلام کی جامعیت اور ہمہ گیریت کا علم ہو سکے۔ آمین!

English translation
It is narrated from Abu Hurayrah (may Allah be pleased with him) that the Messenger of Allah ﷺ said one day: “By Allah, he is not a believer! By Allah, he is not a believer! By Allah, he is not a believer!” (When the Prophet ﷺ repeated these words again and again without explaining whom he meant,) the Companions asked, “O Messenger of Allah, who is he?” The Prophet ﷺ replied: “The one from whose evils and mischief his neighbour is not safe, secure and free of fear.” (Bukhari and Muslim)
Man by nature lives a social life and, as an important member of society, takes on many responsibilities. To have these responsibilities fulfilled in the best way, the religion of Islam has laid down many principles and rules, so that a peaceful, welfare-oriented Islamic society may come into being in which everyone's rights are guaranteed. Among these responsibilities the rights of the neighbour are of great importance; without fulfilling them the very establishment of society is inconceivable. A neighbour is one who lives close to your house, and he has a very great right over you. If he is a relative and a Muslim he has three rights over you — the right of neighbourliness, the right of kinship and the right of Islam. If he is a relative but not a Muslim he has two rights — that of neighbourliness and that of kinship. And if he is neither a relative nor a Muslim, he still has one right, namely the right of neighbourliness. Allah says:
“Worship Allah and associate none with Him, and be good to parents, relatives, orphans, the needy, the near neighbour and the distant neighbour...” (An-Nisa 4:36)
Here Allah has stated the right of each one according to the degree of relationship and need, and has commanded that these rights be fulfilled: foremost is the right of Allah, then that of parents, then, degree by degree, of all connected and needy people, and of the near and the distant neighbours.
In this hadith the Noble Messenger ﷺ declared that such a person has no share in faith and is a liar in his claim to belief — one from whose mischief even his neighbour is not safe. What weight can such a claim of faith carry in the sight of Allah when its practical effect leaves no trace anywhere in the world? It is pointless to call a tree a tree in which no greenery or freshness is found at all; how can a lamp be called a lamp that neither gives light itself nor illuminates its surroundings?
By pondering the words of the hadith anyone can gauge how full of majesty this saying of the Noble Messenger ﷺ is, and what his state and manner of address must have been when he uttered it. In any case, the message of this awe-inspiring statement is that it is obligatory upon the people of faith that their conduct and behaviour towards their neighbours be so noble that the neighbours remain completely at ease and free of fear regarding them, harbouring no apprehension or dread about them in their hearts and minds. If a Muslim's condition is such that his neighbours are not at peace from him, then the Messenger of Allah ﷺ has declared that he does not attain the rank of faith. In the language of prophethood, the strongest way to stress an action and convey its utmost importance in religion is to say that whoever falls short in it is not a believer. Alas, that such ahadith have now become mere subjects of theological debate in our society; rare indeed are those fortunate servants of Allah who, upon reading and hearing such ahadith, set about correcting this important sphere of life — although this is the very purpose and aim of the Prophet's ﷺ teachings. To read and hear such ahadith and still take no care to make one's conduct and behaviour towards one's neighbours better and more pleasant is undoubtedly a sign of hard-heartedness and misfortune.
It should be well understood here that this blessed hadith makes no distinction between a Muslim and a non-Muslim neighbour. May Allah grant the Ummah the ability to appreciate the value of these instructions of their Noble Messenger ﷺ and to make themselves examples of true believers, so that other nations too may come to know the comprehensiveness and universality of Islam. Ameen!
