امر بالمعروف و نہی عن المنکر

حضرت عبداللہ ابن مسعود رضی اللہ تعالیٰ عنہ روایت فرماتے ہیں کہ رسول اللہ صلی اللہ علیہ وسلم نے فرمایا: “مجھ سے پہلے کسی امت میں اللہ تعالیٰ نے کسی نبی کو نہیں بھیجا مگر اس کی امت میں ایسے لوگ جو اس کے مددگار، اس کی سنتوں پر عمل کرنے والے اور اس کے ہر حکم کے فرمانبردار ہوا کرتے تھے، پھر ان کے بعد ان کے جانشین کچھ ایسے بداطوار لوگ ہوئے (جن کے قول و عمل میں بڑا فرق تھا) وہ اپنی زبانوں سے کہتے اس پر عمل نہ کرتے اور وہ حرکتیں کرتے جن کا ان کو حکم نہیں دیا گیا تھا۔ پس جو شخص بھی ایسے لوگوں کا اپنے ہاتھ سے مقابلہ کرے وہ مومن، جو اپنی زبان سے ان کی تردید کرے وہ مومن اور جو صرف دل سے اس کو برا سمجھے وہ بھی (ایک درجہ کا) مومن اس کے بعد رائی کے دانے کے برابر بھی ایمان کا کوئی جز نہیں۔” (مسلم)
اس حدیث پاک کو بار بار پڑھنے اور اس پر غور و فکر کرنے کی ضرورت ہے۔ دراصل نیکی کی دعوت دینا اور برائی سے روکنا اس امت کا فرض منصبی ہے۔ اللہ رب العزت کا فرمان ہے:
“(مومنو!) جتنی امتیں (یعنی قومیں) لوگوں میں پیدا ہوئیں تم ان سب سے بہتر ہو کہ نیک کام کرنے کو کہتے ہو اور برے کاموں سے منع کرتے ہو اللہ پر ایمان رکھتے ہو۔” (آل عمران ۔ ۱۱۰)
اسلام میں ایمان کی علامت صرف پیشانی پر نماز کا نشان، ہونٹوں پر روزوں کی خشکی اور بروقت زکوٰۃ کی ادائیگی قرار نہیں دی گئی بلکہ اس کی ایک بڑی علامت نیکی کا حکم اور برائی سے روکنا بھی قرار دی گئی ہے۔ جب انسان یہ سمجھ لے گا کہ یہ کام اس کے ایمان کا تقاضا ہے تو پھر وہ اپنے ایمان کے بقدر ہی اس میں لگے گا اور جس کا اللہ پر ایمان جتنا کامل ہوگا اتنا ہی وہ احکام الٰہی کو ٹوٹتے دیکھ کر بے چین و مضطرب ہوگا اور اگر بدنصیبی سے وہ اس بے چینی اور بیتابی سے خالی ہو چکا ہے تو پھر یہ خطرے کی علامت ہے کہ اس کے دل میں غیرت ایمانی کا ذرہ بھی نہیں۔
اسلام میں نیکی کا حکم اور برائی سے روکنے کی جتنی اہمیت ہے اس سے زیادہ اہمیت ان موقعوں کو جاننے کی ہے جہاں نہی عن المنکر کرنا چاہیے جس کے بے محل اور بے موقع ہونے سے یہ عمل خود برائی کا سبب بن جاتا ہے۔ علمائے کرام نے اس کی وضاحت فرمائی ہے کہ برائی سے روکنے کی صورت میں چار نتائج نکل سکتے ہیں۔ ان کی تفصیل یوں ہے کہ (۱) اصلاح ہو جائے گی اور نیکی کی رغبت ہو گی، (۲) یا اس برائی میں کمی ہوگی (۳) یا اس جیسی دوسری برائی میں لگنے کا خطرہ ہوگا، (۴) یا اس سے بڑی برائی اور گناہ میں لگنے کا خطرہ ہوگا۔ صرف پہلی دو صورتوں میں امر بالمعروف و نہی عن المنکر ضروری ہوگا۔ تیسری صورت انسان کے احساس پر منحصر ہے اور چوتھی صورت حرام ہے۔
ایک اور اہم بات جو اس نہی عن المنکر کے حوالے سے ذہن میں رکھنے کی ہے وہ یہ کہ جن منکرات (برائیوں) کو مٹانے کی کوشش کی جا رہی ہے وہ ایسی برائیاں ہوں جو بالاتفاق منکر ہوں۔ مثلاً سود ہر صورت میں حرام ہے لہٰذا اس کے ازالہ کی ہر ممکن کوشش کی جائے گی۔ البتہ نماز اور دیگر عبادات کے بعض اعمال ایسے ہیں کہ ان میں علمائے کرام کا اختلاف ہے ان کے حوالے سے ایک دوسرے کو برا کہنا تنگ نظری ہے جو قلت علم کا نتیجہ ہے۔ یہ بات اتنی اہم ہے کہ اس کے نگاہ سے اوجھل ہو جانے سے ہم نا اتفاقی اور انتشار کا شکار ہو گئے ہیں۔
بہرحال معاملات انفرادی ہوں یا اجتماعی ہم میں سے ہر شخص اپنی حیثیت اور اپنے مقام کے مطابق اس فرض کو ادا کرنے کا ذمہ دار ہے۔ والدین اپنی اولاد کے حق میں اس فریضے کو ادا کریں۔ شوہر بیوی کے حق میں اور بیوی شوہر کے حق میں اس کو ادا کرے۔ دوستوں کو بھی ایک دوسرے کو نیکی کی دعوت اور برائی سے بچنے کی تلقین کرنی چاہیے۔ رعایا حاکم کو اور حاکم رعایا کو نیکی کی دعوت اور برائی سے بچنے کی تلقین کرتا رہے۔ درحقیقت برائیوں سے پاک، نیکی اور خیر سے سرشار ماحول و معاشرہ ہمارا حق ہے اور اس کے لیے کام کرنا ہر مسلمان کی ذمہ داری ہے نہ کہ صرف علمائے کرام کا جیسا کہ ہم نے اس کو سمجھ لیا ہے۔
English translation
It is narrated by Hazrat Abdullah ibn Mas'ud (may Allah be pleased with him) that the Messenger of Allah (peace be upon him) said: “Allah never sent a prophet to any nation before me but that he had among his people helpers and companions who followed his sunnah and obeyed his every command. Then after them came successors of bad character (between whose words and deeds there was a great gap); they would say with their tongues what they did not practise, and would do things they were not commanded to do. So whoever strives against such people with his hand is a believer, whoever refutes them with his tongue is a believer, and whoever merely regards it as evil in his heart is also a believer (of a lesser degree); beyond that there is not even a mustard-seed's worth of faith.”

This blessed hadith needs to be read again and again and reflected upon. In truth, calling to good and forbidding evil is the appointed duty of this Ummah. Allah, the Lord of Glory, says: “(O believers) you are the best of the nations raised up for mankind: you enjoin what is right, forbid what is wrong, and believe in Allah.” (Aal-e-Imran 110) In Islam the sign of faith has not been declared to be merely the mark of prayer on the forehead, the dryness of the lips from fasting and the timely payment of zakat; rather, one of its great signs is also enjoining good and forbidding evil. When a person understands that this is a demand of his faith, he will engage in it to the measure of his faith, and the more perfect a person's faith in Allah, the more restless and disturbed he will be at seeing the commands of Allah violated; and if, unfortunately, he has become devoid of such restlessness and unease, then it is a danger sign that there is not even a particle of the honour of faith in his heart.

As important as enjoining good and forbidding evil is in Islam, even more important is knowing the occasions on which one should forbid evil, for doing so out of place and at the wrong moment can itself become a cause of evil. The scholars have explained that forbidding evil can produce four outcomes: (1) reform will occur and inclination towards good will result; (2) or the evil will be reduced; (3) or there will be a risk of falling into another similar evil; (4) or there will be a risk of falling into an even greater evil and sin. Enjoining good and forbidding evil is required only in the first two cases. The third case depends on a person's own judgement, and the fourth case is forbidden.

Another important point to keep in mind regarding forbidding evil is that the evils one is trying to eradicate should be those agreed upon as evil—for example, interest (riba), which is forbidden in every case, so every possible effort should be made to remove it. However, there are certain acts of prayer and other forms of worship on which the scholars differ; to condemn one another over these is narrow-mindedness born of a lack of knowledge. This point is so important that losing sight of it has caused us to fall into discord and division.

In any case, whether matters are individual or collective, each of us is responsible for fulfilling this duty according to his position and standing. Parents should fulfil this duty towards their children; a husband towards his wife and a wife towards her husband. Friends too should call one another to good and urge one another to abstain from evil. The subjects should keep urging the ruler, and the ruler the subjects, to good and to abstaining from evil. In reality, an environment and society free of evils and filled with goodness and virtue is our right, and working for it is the responsibility of every Muslim—not of the scholars alone, as we have come to assume.
