عادل حکمران کا مرتبہ
حضرت عبداللہ ابن عمرو ابن العاص رضی اللہ تعالیٰ عنہ سے روایت ہے کہ رسول اللہ صلی اللہ علیہ وسلم نے ارشاد فرمایا کہ: ''بے شک عادل حکمران، اللہ کے یہاں نور کے منبروں پر جگہ پائیں گے، جو رحمٰن کی (سیدھے) داہنے (اللہ تعالیٰ کی) طرف ہاتھ ہوں گے اور اللہ کے دونوں ہاتھ داہنے ہیں (اور عادل حکمران وہ ہیں) جو اپنے احکام میں اور اپنے زیرِ تصرف معاملات میں عدل و انصاف سے کرتے ہیں۔'' (مسلم)
عادل حکمران دراصل ان ہی کو کہتے ہیں جو خدا ترسی اور پرہیزگاری میں سب سے بڑھا ہوا ہو، دین میں بزرگی اور بڑائی کا معیار نہ مال و دولت ہے نہ خاندان بلکہ وہی شخص سب سے افضل ہے جو سب سے زیادہ اللہ تعالیٰ سے ڈرنے والا ہے، جیسا کہ قرآن مجید میں باری تعالیٰ کا ارشاد ہے:
''اے انسانو! ہم نے تم کو ایک مرد اور عورت سے پیدا کیا اور تمہاری قومیں اور قبیلے بنائے تاکہ تم آپس میں پہچانے جاؤ، بلاشبہ اللہ کے نزدیک تم سب سے زیادہ باعزت وہ ہے جو تم میں سب سے زیادہ پرہیزگار ہے۔''
(الحجرات-13)
''داہنے ہاتھ کی طرف ہوں گے'' دراصل یہ عادل حکمران کے مرتبۂ عظیم اور بزرگی کا بیان ہے، کیونکہ جو شخص عظیم القدر ہوتا ہے وہ سیدھے ہاتھ کھڑا ہوتا ہے یا بیٹھتا ہے۔
''اور اللہ تعالیٰ کے دونوں ہاتھ داہنے ہیں'' یہ دراصل اس لیے فرمایا گیا کہ کوئی یہ نہ سمجھے کہ داہنے ہاتھ کے مقابل میں بایاں ہاتھ ہوتا ہے، کیونکہ بایاں ہاتھ نسبتاً کمزور اور ناقص ہوتا ہے اور ظاہر ہے کہ اللہ تعالیٰ ہر طرح کی کمزوری اور نقصان سے پاک ہے، واضح رہے کہ اللہ تعالیٰ کی طرف ہاتھ کی نسبت متشابہات (جن کا مطلب ہمیں نہیں معلوم) میں سے ہے، تاہم ظاہری طور پر ہاتھ سے مراد قوت و غلبہ ہے۔
''احکام میں عدل و انصاف'' کا مطلب یہ ہے کہ حکومت و امارت کے تعلق سے ان کے ذمے جو امور ہیں ان کی انجام دہی میں وہ انصاف، ایمانداری اور دیانت داری کے تمام تقاضوں کو ملحوظ رکھتے ہیں، اہلِ عدل و انصاف کا مطلب یہ ہے کہ ان کے زیرِ تسلط جو لوگ خواہ وہ ان کے اہل و عیال ہوں یا رعیت کے عام لوگ ہوں ان سب کے حقوق کی ادائیگی میں جو ان پر واجب ہو پورا پورا انصاف کرتے ہیں۔
اور ''زیرِ تصرف معاملات میں عدل و انصاف'' سے مراد یہ ہے کہ جو چیزیں ان کی نگہبانی میں ہیں جیسے یتیم اور غرباء کی پرورش اور وقت کے مال کی خبر گیری وغیرہ، ان میں وہ پوری دیانت داری اور انصاف کے ساتھ اپنے فرائض انجام دیتے ہیں۔
جہاں عادل حکمران کے لیے اس حدیث میں بڑی بشارت مبارک ہے وہیں ظالم حکمران کے متعلق رسول اللہ صلی اللہ علیہ وسلم کا فرمان ہے کہ سرداروں اور حاکموں میں سب سے بدتر سردار وہ حاکم ہے جو اپنی رعایا پر ظلم کرے۔

جہاں عادل حکمران کے لیے اس حدیث میں بڑی بشارت مبارک ہے وہیں ظالم حکمران کے متعلق رسول اللہ صلی اللہ علیہ وسلم کا فرمان ہے کہ سرداروں اور حاکموں میں سب سے بدتر سردار وہ حاکم ہے جو اپنی رعایا پر ظلم کرے۔
English translation
It is narrated from Hazrat Abdullah ibn Amr ibn al-'As (may Allah be pleased with him) that the Messenger of Allah ﷺ said: "Verily the just rulers will be with Allah upon pulpits of light, on the right hand of the Most Merciful — and both hands of Allah are right hands. They are those who deal justly in their rulings and in the affairs under their charge."
Just rulers are, in truth, those who are foremost in God-consciousness and piety. In religion the measure of eminence and greatness is neither wealth nor lineage; rather the most excellent person is the one who fears Allah most, as Allah says in the Glorious Qur'an: "O mankind, We created you from a single male and female and made you into nations and tribes that you may know one another. Truly the most honoured of you before Allah is the most God-fearing among you." (al-Hujurat, 13)
"They will be on the right hand" is in reality a description of the lofty rank and eminence of the just ruler, since one who is of high standing stands or sits on the right.
"And both of Allah's hands are right hands" was said so that none should imagine that opposite the right hand is a left hand — for the left hand is comparatively weaker and deficient, whereas clearly Allah is free of every kind of weakness and defect. It should be noted that ascribing a "hand" to Allah is among the ambiguous matters (whose exact meaning we do not know); outwardly, however, the "hand" signifies power and might.
"Justice in rulings" means that, regarding the duties that fall to them by virtue of government and authority, they observe all the requirements of justice, honesty and trustworthiness. Being people of justice means that, of those under their control — whether their own household or the common people of their subjects — they render in full the rights due to all.
And "justice in the affairs under their charge" means that in the things placed under their guardianship — such as the raising of orphans and the poor and the safeguarding of public property — they discharge their duties with full trustworthiness and justice.
While this Hadith holds a great and blessed glad tiding for the just ruler, the Messenger of Allah ﷺ also said concerning the tyrannical ruler that the worst of leaders and rulers is the ruler who oppresses his subjects.
