امر بالمعروف ونہی عن المنکر کے ترک کرنے کا وبال
حضرت حذیفہ رضی اللہ تعالیٰ عنہ نبی کریم صلی اللہ علیہ وسلم سے روایت کرتے ہیں کہ آپ صلی اللہ علیہ وسلم نے ارشاد فرمایا کہ: “قسم ہے اس ذاتِ پاک کی جس کے ہاتھ میں میری جان ہے، تم یقیناً امر بالمعروف و نہی عن المنکر یعنی تم ضرور نیکی کا حکم کرو اور ضرور برائی سے روکو گے یا عنقریب اللہ تعالیٰ تم پر اپنا عذاب نازل کرے گا، پھر تم اللہ سے دعائیں بھی کرو گے تو تمہاری دعائیں قبول نہیں کی جائیں گی۔” (ترمذی)
قرآن و سنت میں امر بالمعروف و نہی عن المنکر کے فریضے کو انجام دینے کی تاکید انتہائی سخت الفاظ میں بتائی گئی ہے اور اس فریضے کو انجام نہ دینے پر سخت عذاب کی وعید بتائی گئی ہے، اللہ تعالیٰ کا ارشاد مبارک ہے:
“بنی اسرائیل کے کافروں پر حضرت داؤد اور عیسیٰ بن مریم کی زبانی لعنت کی گئی، یہ اس سبب سے کہ انہوں نے نافرمانی کی اور وہ زیادتی کرنے والے تھے، وہ ایک دوسرے کو ان برائیوں سے نہیں روکتے تھے جن کا وہ ارتکاب کرتے تھے، البتہ برا ہے جو وہ کرتے تھے۔” (المائدہ ۔۷۸،۷۹)
لعنت کے معنی اللہ کی رحمت سے دوری کے ہیں اور اس کا سبب یہ ہے کہ ایک دوسرے کو برائی سے نہیں روکتے تھے، جیسا کہ ایک اور حدیث پاک میں اس طرح آتا ہے۔
یقیناً اللہ تعالیٰ خاص لوگوں کے عمل (گناہوں) کی وجہ سے عام لوگوں کو عذاب نہیں دیتا، یہاں تک کہ جب عام لوگوں کا حال یہ ہوجائے کہ وہ برائی اپنے درمیان ہوتے دیکھیں اور وہ اس پر نکیر (پکڑ) کرنے پر قادر بھی ہوں لیکن وہ اسے نشانہ نہ بنائیں، تنقید نہ کریں، جب ایسا ہونے لگے تو اللہ تعالیٰ کا عذاب عام اور خاص سب لوگوں کو اپنی لپیٹ میں لے لیتا ہے۔ (بحوالہ مسند احمد)
حضور اکرم صلی اللہ علیہ وسلم کے ارشاد کا مطلب یہ ہے کہ دونوں باتوں میں سے ایک بات ضرور ہوگی یا تو تم امر بالمعروف و نہی عن المنکر کا فریضہ انجام دیتے رہو گے اور یا اگر تم اس فریضہ کی انجام دہی سے غافل رہے تو اللہ تعالیٰ مختلف طرح کی سختیوں اور مصیبتوں کی صورت میں تم پر اپنا عذاب نازل کرے گا اور اس وقت تم ان سختیوں اور مصیبتوں کے دور ہونے کے لیے اللہ تعالیٰ سے دعائیں مانگو گے تو تمہاری دعائیں بھی قبول نہیں ہوں گی، اس سے معلوم ہوا کہ دوسرے عذاب اور مصیبتیں تو دعا کی برکت سے ٹلنے کی گنجائش رکھتے ہیں لیکن امر بالمعروف و نہی عن المنکر کے ترک پر اللہ تعالیٰ کی طرف سے جو آفات و بلائیں نازل ہوتی ہیں وہ دعا کے ذریعہ بھی ٹلنے کی گنجائش نہیں رکھتیں کیونکہ ان کے دور ہونے کے لیے دعائیں قبول نہیں ہوتیں۔
امر بالمعروف و نہی عن المنکر صرف علماء کرام ہی کا نہیں بلکہ حضور اکرم صلی اللہ علیہ وسلم کے ہر ایک امتی کا فرض ہے کہ وہ اس کے فریضے کو انجام دیں، اس سلسلے میں علماء کرام کا فرض یہ ہے کہ وہ لوگوں کو پوری قوت سے نیکیوں کا حکم دیں اور پوری قوت سے برائیوں سے روکیں اور عوام الناس کا فرض ہے کہ تبلیغِ دین میں وہ تن من دھن سے علماء کرام کا ساتھ دیں، تقریروں، تحریروں اور تبلیغی لٹریچر کی اشاعت سے کتاب و سنت کو پھیلایا جائے تا کہ امر بالمعروف و نہی عن المنکر کی ذمہ داری سے عہدہ برا ہوسکیں اور عذابِ الٰہی سے امن میں رہیں۔
اسلامی حکومت کے حکمرانوں کا بھی فرض ہے کہ حضور اکرم صلی اللہ علیہ وسلم کی حدیث مبارکہ پر عمل کرکے عوام کو نیکی کا حکم کریں اور برائیوں سے روکیں، حکومتوں کے پاس وسیع تر اختیارات ہوتے ہیں اس لیے امر بالمعروف و نہی عن المنکر کے بارے میں ان کا حکم دینا ساری مملکت کو سنوار سکتا ہے، ایک اور جگہ حدیث میں اس طرح آتا ہے کہ:
دو باتوں میں سے ایک کا ہونا ضروری ہے یعنی یا تم یقیناً امر بالمعروف و نہی عن المنکر کا انجام دو گے یا اس فریضے کی عدم ادائیگی کی صورت میں یقیناً اللہ تعالیٰ تم پر تمہارے برے لوگوں کو مسلط کردے گا اور پھر جو تمہارے نیک لوگ (ان برے لوگوں کے فتنہ و فساد اور ظلم و جور کی دوری کے لیے) دعا کریں گے، تو نگران کی دعا قبول نہیں کی جائے گی۔ (بحوالہ طبرانی)
ان تمام باتوں سے واضح ہوجاتا ہے کہ معاشرے میں ایسے لوگوں کا وجود انتہائی ضروری ہے جو نہ صرف برائیوں سے خود باز رہنے والے ہوں بلکہ دوسروں کو بھی ان سے روکتے رہیں، اللہ تعالیٰ ہر مسلمان کو برائیوں سے بچنے کی اور نیکی کرنے کی توفیق کے ساتھ ساتھ نیکی کا حکم دینے اور برائی سے روکنے کی بھی توفیق عطا فرمائے۔ آمین

English translation
Narrated from Hudhayfah (may Allah be pleased with him) from the Prophet صلى الله عليه وسلم that he said: “By the One in Whose hand is my soul, you must certainly enjoin good and forbid evil, or else Allah will soon send down upon you a punishment from Himself; then you will call upon Allah, but your supplications will not be answered.”
In the Qur’an and the Sunnah, fulfilling the duty of enjoining good and forbidding evil (amr bil-maruf wa nahi anil-munkar) has been urged in the strongest terms, and the threat of severe punishment has been given for failing to carry out this duty. Allah, the Exalted, says: “The disbelievers among the Children of Israel were cursed by the tongue of David and Jesus son of Mary. That was because they disobeyed and used to transgress. They did not forbid one another the evils they committed. Evil indeed was what they used to do.” (Al-Ma’idah 78-79)
The meaning of “curse” (la‘nah) is being distanced from Allah’s mercy, and the reason for it was that they did not forbid one another from evil, as another noble hadith states: Indeed, Allah does not punish the common people for the deeds (sins) of particular individuals, until the state of the common people becomes such that they see evil taking place among them and, though able to check and restrain it, they do not make it a target, do not censure it; when this begins to happen, Allah’s punishment engulfs everyone, common and particular alike. (Reported in Musnad Ahmad)
The meaning of the Prophet’s صلى الله عليه وسلم statement is that one of two things will certainly happen: either you will keep fulfilling the duty of enjoining good and forbidding evil, or, if you become heedless of performing this duty, Allah will send down His punishment upon you in the form of various hardships and calamities; and at that time, when you supplicate to Allah for these hardships and calamities to be removed, your supplications too will not be answered. From this we learn that other punishments and calamities may be averted through the blessing of supplication, but the afflictions and trials that come from Allah for abandoning the enjoining of good and forbidding of evil cannot be averted even through supplication, because supplications for their removal are not answered.
Enjoining good and forbidding evil is not the duty of the scholars alone, but is an obligation upon every member of the Ummah of the Prophet صلى الله عليه وسلم to fulfil. In this matter, the duty of the scholars is to command people to do good with full strength and to restrain them from evils with full strength, and the duty of the common people is to support the scholars with heart, soul, and wealth in conveying the religion, and to spread the Book and the Sunnah through speeches, writings, and the publication of propagation literature, so that they may discharge the responsibility of enjoining good and forbidding evil and remain safe from the punishment of Allah.
It is also the duty of the rulers of an Islamic state to act upon the blessed hadith of the Prophet صلى الله عليه وسلم by commanding the people to do good and restraining them from evils. Governments possess wider powers, so their command regarding enjoining good and forbidding evil can set the entire state in order. In another place a hadith states: One of two things must happen: either you will certainly carry out enjoining good and forbidding evil, or, in the case of failing to fulfil this duty, Allah will certainly impose evil people over you; then, when your righteous people supplicate (for relief from the mischief, corruption, and oppression of those evil people), the supplication of the one in authority will not be answered. (Reported by Tabarani)
From all of this it becomes clear that the existence of such people in society is absolutely essential — people who not only refrain from evils themselves but also keep restraining others from them. May Allah, the Exalted, grant every Muslim the ability to avoid evils and to do good, and along with that also grant the ability to enjoin good and forbid evil. Ameen.
