حکومت وامارت کے طالب نہ بنو
حضرت ابو سعید عبدالرحمٰن بن سمرہ رضی اللہ تعالیٰ عنہ سے روایت ہے کہ مجھ سے رسول اللہ صلی اللہ علیہ وسلم نے ارشاد فرمایا کہ: “عبدالرحمٰن بن سمرہ! تم خود حکومت کے کسی منصب (یعنی سرداری اور امیری) کے طلب گار نہ بننا، کیونکہ اگر تمہاری خواہش و طلب پر تمہیں حکومت دی گئی تو تمہیں اسی کے سپرد کر دیا جائے گا (تا کہ تم اس منصب کی ذمہ داریوں کو انجام دو) حالانکہ منصب و امارت کی ذمہ داریاں اتنی دشوار اور مشقت طلب ہیں کہ بغیر مدد الٰہی کے کوئی شخص ان کو انجام نہیں دے سکتا، اور اگر تمہاری خواہش و طلب کے بغیر تمہیں حکومت ملے گی تو اس پر (اللہ تعالیٰ کی طرف سے) تمہاری مدد ہوگی (یعنی حق تعالیٰ کی طرف سے تمہیں یہ توفیق بخشی جائے گی کہ تم عدل و انصاف اور نظم و ضبط کے ساتھ اس کی ذمہ داریوں کو انجام دے سکو) اور اگر تو کسی بات پر قسم اٹھائے پھر اس کے خلاف کرنا تجھے اچھا معلوم ہو تو تم قسم کا کفارہ دے کر وہ کام کر جو بہتر ہے۔” (بخاری و مسلم)
حکومت یا اس کے کسی بھی منصب کی آرزو اور اس کے لیے کوشش کرنا نا پسندیدہ کام ہے، اس لیے کہ یہ بہت بڑی ذمہ داری ہے جس سے پورا اترنا انتہائی مشکل کام ہے، البتہ جس کو بغیر مانگے یہ منصب مل جائے وہ اسے قبول کر لے کیونکہ یہ اسی کو ملے گا جس میں اس کی خاص استعداد و صلاحیت ہوگی، اور ساتھ ہی اس کو اللہ تعالیٰ کی طرف سے مدد ہوگی اور اسے عدل و انصاف کے ساتھ حکومت کرنے کی توفیق ملے گی، اس کے برخلاف خود خواہش کر کے حکومتی منصب حاصل کرنے والا اللہ کی طرف سے خیر اور مدد کی توفیق سے محروم رہے گا، چنانچہ آج بخوبی اس حقیقت کا مشاہدہ کیا جا سکتا ہے، جمہوری حکمران یا فوجی حکمران خود کوشش کر کے بلکہ جائز و ناجائز ہر طرح کے ہتھکنڈے اختیار کر کے اقتدار حاصل کرتے ہیں، نتیجہ یہ ہوتا ہے کہ خیر اور اللہ تعالیٰ کی مدد سے وہ محروم رہتے ہیں، اس طرح کوئی حکمران اچھا اور کامیاب ثابت نہیں ہو رہا ہے کیونکہ سب اللہ تعالیٰ کی مدد اور اس کی توفیق سے محروم ہیں۔
دوسری بات اس حدیث پاک میں یہ بیان کی گئی ہے کہ کسی کام کی بابت قسم کھائی ہے جب کہ اس میں کسی دوسرے کام کے مقابلے میں خیر (نفع) زیادہ ہے تو ایسے موقعے پر قسم توڑ کے اس کا کفارہ ادا کر دیا جائے اور جس میں بہتری ہے اس کام کو کر لیا جائے۔ امیری و سرداری اور منصب کی حرص کرنے والے لوگ رسول اللہ صلی اللہ علیہ وسلم کی اس حدیث پاک کی اس طرف ضرور توجہ کریں، ہر امیر و حاکم، خواہ وہ دس آدمیوں کا امیر و حاکم کیوں نہ ہو، قیامت کے دن اس طرح لایا جائے گا کہ اس کی گردن میں طوق ہوگا یہاں تک کہ اس کو اس طوق سے یا تو اس کا عدل نجات دلائے گا یا اس کا ظلم اس کو ہلاک کرے گا۔ (بحوالہ دارمی)
جہاں امیر یا سردار کی اپنی ذمہ داریاں ہیں وہیں عوام الناس کی بھی انتہائی اہم ذمہ داری یہ ہے کہ وہ قیادت کے انتخاب کو ایک خالص دینی فریضہ سمجھیں اور اپنی رائے کو اللہ تعالیٰ کی امانت سمجھتے ہوئے صرف اس شخص کے حق میں استعمال کریں جس کو آپ واقعی اس بار گراں کو اٹھانے اور اس کا حق ادا کرنے کے لائق سمجھتے ہوں، کیونکہ اللہ تعالیٰ کا ارشاد پاک ہے: “بلاشبہ اللہ تمہیں حکم دیتا ہے کہ تم اپنی امانتیں انہیں کے سپرد کرو جو اس کے اہل ہیں۔” (النساء ـ ۵۸)
یہ ایک اصولی اور جامع ہدایت ہے جو ہر طرح کی امانتوں پر حاوی ہے جس میں عہدے اور مناصب کی ذمہ داریاں بھی شامل ہیں، یعنی ملکی قیادت اور رہنمائی کے لیے اپنی رائے اور پسند کی امانت اسی اہل ترین شخص کے حوالے کیجیے جو واقعی اس بار امانت کو اٹھانے کی اہلیت اور صلاحیت رکھتا ہو، اس معاملہ میں جانبداری یا بے جا رواداری اور اسی طرح کے دوسرے عوامل سے متاثر ہو کر رائے دینا خیانت ہے جس سے مومن کا دامن پاک ہونا چاہیے، محض سیاسی بنیاد یا نسلی و وطنی بنیاد یا قرابت و خاندان کی بنیاد یا کوٹہ سسٹم کی بنیاد پر عہدہ و منصب دینا بہت بڑی خیانت ہے۔
یہ بات ہر مسلمان کے ذہن میں رہنی چاہیے کہ اپنے ہر عمل کا اسے حساب دینا ہے، اس لیے جہاں حکمران اپنے اعمال اور ذمہ داریوں کے جواب دہ ہیں اسی طرح ان کو قیادت کے لیے منتخب کرنے والے بھی اپنے اس عمل کے اللہ رب العزت کو جواب دہ ہیں۔

یہ بات ہر مسلمان کے ذہن میں رہنی چاہیے کہ اپنے ہر عمل کا اسے حساب دینا ہے، اس لیے جہاں حکمران اپنے اعمال اور ذمہ داریوں کے جواب دہ ہیں اسی طرح ان کو قیادت کے لیے منتخب کرنے والے بھی اپنے اس عمل کے اللہ رب العزت کو جواب دہ ہیں۔
English translation
Narrated from Abu Sa’id ʿAbd al-Rahman ibn Samurah (may Allah be pleased with him) that the Messenger of Allah صلى الله عليه وسلم said to me: “ʿAbd al-Rahman ibn Samurah! Do not yourself seek any office of government (that is, chieftaincy and leadership), because if government is given to you at your own desire and request, you will be left to it (so that you carry out the responsibilities of that office yourself) — whereas the responsibilities of office and leadership are so difficult and toilsome that no one can discharge them without the help of Allah. But if government comes to you without your desire and request, then you will be helped in it (that is, from Allah the Exalted you will be granted the ability to discharge its responsibilities with justice, fairness, order and discipline). And if you swear an oath about something, and then it seems better to you to do otherwise, then expiate your oath and do that which is better.”
To desire government or any office of it and to strive for it is a disliked act, because it is a very great responsibility which is extremely difficult to fulfil. However, one who is given this office without asking should accept it, because it will be given only to one who has the special aptitude and capability for it; and along with that he will be helped by Allah the Exalted and granted the ability to govern with justice and fairness. In contrast, one who obtains a governmental office by his own desire will be deprived of goodness and of the help and enabling grace of Allah. This reality can be well observed today: democratic rulers or military rulers seize power by their own effort — indeed by adopting every kind of device, lawful and unlawful; the result is that they are deprived of goodness and of the help of Allah the Exalted. In this way no ruler is proving good and successful, because all are deprived of the help of Allah the Exalted and His enabling grace.
The second matter stated in this blessed hadith is that if one has sworn an oath about some act, while in it there is greater good (benefit) compared to some other act, then on such an occasion the oath should be broken, its expiation paid, and that act which has goodness in it should be done. Those greedy for leadership, chieftaincy and office should certainly pay attention to this blessed hadith of the Messenger of Allah صلى الله عليه وسلم. Every ruler and governor — even if he is the ruler and governor of only ten men — will be brought on the Day of Resurrection in such a way that there will be a yoke around his neck, until either his justice frees him from that yoke or his injustice destroys him. Just as the ruler or chief has his own responsibilities, the common people too have an extremely important responsibility, namely that they should regard the selection of leadership as a purely religious duty, and, considering their opinion (vote) a trust of Allah the Exalted, use it only in favour of the person whom they genuinely consider worthy of bearing this heavy burden and fulfilling its due. Because Allah the Exalted has said: “Indeed Allah commands you to render trusts to those who are worthy of them.” (al-Nisa – 58)
This is a fundamental and comprehensive guidance which covers every kind of trust, including the responsibilities of offices and positions — that is, entrust your opinion and choice for national leadership and guidance to that most-worthy person who genuinely possesses the competence and capability to bear this burden of trust. To be biased in this matter, or to show undue leniency, and likewise to be swayed by other such factors and give one’s opinion (vote) accordingly, is a breach of trust from which a believer should keep his garment clean. To give office and position merely on a political basis, or on a basis of race and homeland, or on a basis of kinship and family, or on the basis of a quota system, is a very great breach of trust.
Every Muslim should keep in mind that he must account for his every deed; therefore, just as rulers are answerable for their deeds and responsibilities, likewise those who elect them to leadership are also answerable to Allah, the Lord of Glory, for this act of theirs.
