English translation
It is narrated from Hazrat Anas (may Allah be pleased with him) that he said: It was very seldom that the Messenger of Allah (peace and blessings be upon him) addressed us in a sermon of his without saying in it: "There is no faith in the person who has no trustworthiness, and that person is deprived of religion who does not keep his covenant."
To have faith does not merely mean that a person has accepted certain truths; rather, faith in its complete sense demands that a person discharge and fulfil all those responsibilities which naturally devolve upon him after embracing faith. This is possible only when one's faith has made him worthy of trust. If he is not such that he can be relied upon and trusted, then it will be understood concerning him that he has not yet grasped the worth and value of faith and its very nature, nor has he been able to taste the delights of faith. Exactly the same is the case with keeping one's covenant: if a person does not keep his covenant, and he has no regard or consideration for the pledges and promises he makes, then he is a person of no character; and to be of no character means that he has no religion, for as long as religion is not adopted as a character trait in a person's life, we cannot call him a bearer of religion. In truth, a believer and a religious person is only he who is fully conscious of the fact that the outward and inward abilities which Allah has granted him are in reality a trust from Allah, and that Allah has a right over him that he should use these abilities to prove his devotion and faithfulness, so that his life becomes a manifestation of the greatness of Allah and of His being beloved. If he does not do so, then he is not trustworthy but a treacherous person; a trustworthy person cannot commit treachery, not only with Allah but also with people; and if he commits treachery with someone and injures his trust, then it means nothing other than that he is utterly devoid of the quality of trustworthiness. To expect of such a person that he will be faithful to Allah is a foolish notion; when the quality of trustworthiness is not present within him—the proof of which is obtained from his faithlessness towards a human being—then how can he be faithful to Allah? For the selection of people for an important post of any institution or any country, the capacity to exercise one's right is also a trust. Therefore, one should exercise one's right to vote after the utmost deliberation, because it is an extremely important responsibility. Hence, in the matter of choosing candidates, instead of racial connection or family prestige, kinship, language and lineage, or financial standing, the personal abilities of the candidate—that is, his character and his honesty—should be kept in view. In one narration it comes thus: whoever appoints someone to a public office while in that society there is a person better than him, has broken faith with Allah and His Messenger. (The Hadith) In its political sense, this means that voters cannot remain unconcerned, from a moral point of view, with matters of public interest and concern; whenever they go to vote, they should act with full caution and express their opinion after careful thought. In this way the government will attain peace, safety, and responsibility—the best possible guarantee of the Shari'ah—and this is the very thing that is lacking in many governments of the present age. Likewise, if a person makes some covenant or pledge with someone and then breaks it, and he has no regard or consideration for his covenant, then this is proof that he does not possess within him that strength of character which makes a person keep his covenant. Only a fool would expect of a person devoid of the power of character that, although he breaks faith in his dealings with people, he will in his life keep and honour the covenant made with Allah. Duplicity in character is not possible: a person of character will prove to be of character everywhere, and a person of no character will appear as one of no character everywhere. Into this category fall those people who are elected by the vote of the public and then later go back on their promises. In one narration it comes thus: that person cannot be grateful to Allah either, who adopts an attitude of ingratitude towards human beings. (The Hadith) In the meaning of the words "trust" and "covenant" there is great breadth; to be trustworthy and to keep one's covenant, it is necessary that a person adopt throughout his whole life that manner of conduct which is in accordance with the guidance of Allah and His Messenger. Islamic life, in respect of its spirit and reality, is another name for trustworthiness and adherence to covenant and pledge.
