صدقہ فطر، اس کا وقت اور اس کی حکمت
حضرت عبداللہ بن عمر رضی اللہ تعالیٰ عنہ سے روایت ہے، وہ فرماتے ہیں کہ: ''رسول اللہ صلی اللہ علیہ وسلم نے مسلمانوں میں سے ہر غلام اور آزاد پر اور ہر مرد و عورت پر اور ہر چھوٹے اور بڑے پر صدقہ فطر لازم کیا ہے، ایک صاع کھجور یا ایک صاع جو، اور حکم دیا ہے کہ یہ صدقہ فطر نماز عید کے لیے جانے سے پہلے ادا کر دیا جائے۔'' ((بخاری و مسلم))
عید الفطر میں صدقہ اس لیے مقرر کیا گیا ہے کہ اول تو اس کے سبب عید الفطر کے شعائرِ الٰہی میں سے ہونے کی تکمیل ہوتی ہے، دوسرے یہ کہ اس میں روزہ داروں کے لیے طہارت اور ان کے روزوں کی تکمیل ہے، جس طرح کہ نماز میں فرائض کی تکمیل کے لیے سنتیں مقرر کی گئی ہیں ایسے ہی یہ صدقہ مقرر ہوا ہے۔ ایک اہم وجہ یہ ہے کہ اغنیاء اور دولت مندوں اور ذی وسعت لوگوں کے گھروں میں تو اس روز عید ہوتی ہے مگر مسکین و مفلسوں کے گھروں میں ناداری اور غربت کی وجہ اسی طرح سے شکلِ صوم ہوتی ہے۔ لہٰذا اللہ تعالیٰ نے ان لوگوں پر جو اس کو دینے کی صلاحیت رکھتے ہیں لازم ٹھہرایا کہ مساکین کو نماز عید سے قبل صدقہ دے دیں تا کہ وہ بھی عید کریں۔ لہٰذا اگر غریب آدمی بھی جو اپنے اندر اتنی گنجائش پائے تو اپنے سے زیادہ غریب بھائی کو صدقہ فطر دے۔ صدقہ فطر جہاں ادا کرنا لازم ہے اور نہ ادا کرنے پر جہاں گناہ ہے وہیں اس کی ادائیگی پر انعامات بھی ہیں جیسا کہ اس حدیث پاک میں اس طرح آتا ہے کہ چھوٹا ہو یا بڑا۔ آزاد ہو یا غلام۔ مرد ہو یا عورت۔ مالدار ہو یا غریب۔ پس مالدار کو تو اللہ تعالیٰ (صدقہ فطر کی برکت سے) پاک صاف کر دیتا ہے اور غریب (جو صدقہ فطر دیتا ہے تو اس) کو اللہ تعالیٰ (کسی بھی شکل میں) اس سے زیادہ واپس کر دیتا ہے جو اس نے دیا ہے۔ (بحوالہ مسند احمد و ابو داؤد)
فطرہ کی وجہ سے یہ عید الفطر کے نیک نام سے منسوب ہوئی۔ ایک ایسی نیکی جو خلقِ خدا کی بھلائی کا ذریعہ بن جاتی ہے۔ یہ فطرہ خیرات نہیں ہے کہ آدمی کا جی چاہے تو ادا کرے اور نہ چاہے تو ادا نہ کرے۔ اسلامی مملکت میں یہ مسلمان شہریوں کا ایسا قانونی فرض ہے جسے نہ ادا کرنے پر وہ سزا کے مستحق ٹھہرتے ہیں۔ لہٰذا یہ فطرہ ادا کرنے کی اہلیت و استطاعت رکھنے والے ہر بالغ و نابالغ مسلمان مرد اور عورت۔ آزاد اور غلام سب پر لازم ہے۔ عید الفطر کی تقریب دو اہم باتوں پر مشتمل ہے۔ ایک فطرہ دوسری دو گانہ نماز۔ فطرہ حقوق العباد سے متعلق ہے اور نماز حقوق اللہ سے تعلق رکھتی ہے۔ مگر اللہ اور اللہ کے رسول صلی اللہ علیہ وسلم نے ان دونوں چیزوں۔ نماز اور فطرہ میں سے فطرے کو نماز پر ترجیح دی ہے۔ اول یہ کہ اس عید کا نام ہی فطرہ کی نسبت سے عید الفطر رکھا۔ دوسرے یہ کہ فطرہ کی ادائیگی کو نماز سے قبل رکھا اور وہ بھی سخت تاکید کے ساتھ کہ نماز سے پہلے ادا کرو۔ یہ اصرار اور تاکید ایسی ہے کہ معلوم ہوتا ہے کہ جو نماز سے پہلے کسی عذر کے بغیر فطرہ ادا نہ کرے اللہ کے حضور اس کی آمد پسندیدہ نہیں۔ فطرہ کی اہمیت کا اندازہ اس حدیث سے لگایا جا سکتا ہے کہ جب تک صدقہ فطر ادا نہ کیا جائے۔ روزے آسمان و زمین کے درمیان معلق رہتے ہیں۔ (الحدیث)
عید الفطر صرف ایک تہوار نہیں ایک رفاہ عامہ کی ایک تدبیر بھی ہے۔ جو فطرہ دینے کا اہل ہو اور فطرہ نہ دے تو اس کی عید ادھوری رہ جاتی ہے۔ کیونکہ وہ ماہِ صیام کی تربیت کو جھٹلاتا ہے۔ جو غریبوں۔ مستحقوں کو سہارا دینے اور پسماندہ خاندانوں کو معاشرے کی سطح تک پہنچانے کے لیے ایثار و قربانی کے جذبات پیدا کرتی اور بھوک پیاس کی تکلیف کا احساس دلاتی ہے۔ فطرہ میں جو جنس یا نقد روپیہ اسلامی معاشرہ کا ہر فرد ادا کرتا ہے وہ مجموعی طور پر ملک و ملت کے پسماندہ اور مستحق افراد کی وسیع پیمانے پر مدد کا ذریعہ بن جاتا ہے۔ اس طرح عید الفطر اور دوسرے تمام اسلامی تہوار ہر سال قومی دولت کو معاشرہ کے ہر طبقہ میں گردش میں رکھتے ہیں۔
عید الفطر ایک جشنِ مسرت ہی نہیں ایک عبادت ہے یہ ایک بہت بڑی عبادت یعنی روزہ کا اختتام ہے۔ جشن عید کا آغاز فطرہ سے ہوتا ہے۔ اس فطرہ کو ادا کرنے کے بعد رمضان کی ذمہ داریوں کی تکمیل ہوتی ہے۔ یہ بارگاہِ الٰہی میں بندوں کی طرف سے ایک نذرانہ ہے جو بذاتِ خود ایک التجا اور عرض داشت کی حیثیت رکھتا ہے کہ: ''اے اللہ! اگر ہمارے روزوں میں کوئی کمی رہ گئی ہو یا ہم نے ماہِ صیام کی عبادتوں میں کوئی قصور و کوتاہی کی ہو تو اس فطرہ کو اس کی تلافی کے لیے قبول فرما لے۔ اور ہماری نمازوں کو، ہمارے روزوں کو، ہماری نیکیوں اور بھلائیوں اور تلاوتِ قرآن کو قبول فرما لے اور ہمارے حق میں ماہِ صیام اور مقدس قرآن کی سفارش و شفاعت کو منظور کر لے۔'' آمین!

English translation
Abdullah ibn Umar (may Allah be pleased with him) reported, he says: "The Messenger of Allah (peace and blessings be upon him) made sadaqat al-fitr obligatory upon every slave and free person, and upon every man and woman, and upon every young and old among the Muslims: one sa' of dates or one sa' of barley; and he commanded that this sadaqat al-fitr be paid before going out to the Eid prayer."
Charity was prescribed in Eid al-Fitr for this reason: firstly, because through it there is the completion of Eid al-Fitr's being among the symbols of Allah; secondly, because in it there is purity for the fasting people and completion of their fasts. Just as in prayer the sunnah prayers are prescribed to complete the obligatory ones, so too this charity was prescribed. One important reason is that in the homes of the wealthy, the rich and the well-off there is Eid on that day, but in the homes of the poor and destitute, on account of want and poverty, it is likewise in the form of a fasting-day (an ordinary day devoid of celebration). Therefore Allah has made it binding upon those who have the capacity to give it that they give charity to the needy before the Eid prayer, so that they too may celebrate Eid. Hence, if even a poor man finds within himself this much means, let him give sadaqat al-fitr to a brother poorer than himself. Just as sadaqat al-fitr is obligatory to pay, and there is sin upon not paying it, so too there are rewards for paying it, as it comes in this blessed hadith: whether young or old, free or slave, male or female, rich or poor; as for the rich, Allah purifies and cleanses him (through the blessing of sadaqat al-fitr), and the poor man (who gives sadaqat al-fitr) Allah returns to him (in some form) more than what he gave. Because of the fitrah, this Eid was named with the good name of Eid al-Fitr: a good deed that becomes a means of benefit to the creation of God. This fitrah is not a voluntary charity that a man may pay if he wishes and not pay if he does not wish. In an Islamic state it is such a legal obligation upon Muslim citizens that whoever does not pay it is deserving of punishment. Therefore this fitrah is obligatory upon every capable and able Muslim, adult or minor, man and woman, free and slave. The occasion of Eid al-Fitr consists of two important things: one, the fitrah; the other, the two-rak'ah prayer. The fitrah relates to the rights of people, and the prayer relates to the rights of Allah. Yet Allah and His Messenger (peace be upon him) gave precedence to the fitrah over the prayer between these two things, prayer and fitrah. First, that the very name of this Eid was made Eid al-Fitr in relation to the fitrah. Second, that the payment of the fitrah was placed before the prayer, and that too with strong emphasis, that it be paid before the prayer. This insistence and emphasis is such that it appears that whoever, without any excuse, does not pay the fitrah before the prayer, his coming before Allah is not pleasing. The importance of the fitrah can be gauged from the hadith that until sadaqat al-fitr is paid, the fasts remain suspended between the heaven and the earth. (Al-Hadith)
Eid al-Fitr is not only a festival but also a measure of public welfare. Whoever is capable of giving the fitrah and does not give it, his Eid remains incomplete, because he belies the training of the month of fasting, which creates feelings of self-sacrifice and devotion for supporting the poor and the deserving and raising backward families to the level of society, and makes one feel the pain of hunger and thirst. The goods or cash that every individual of the Islamic society pays in the fitrah becomes, on the whole, a means of widespread help for the backward and deserving individuals of the country and community. In this way Eid al-Fitr and all other Islamic festivals, every year, keep the national wealth circulating among every class of society.
Eid al-Fitr is not merely a celebration of joy; it is an act of worship. It is the conclusion of a very great act of worship, namely fasting. The celebration of Eid begins with the fitrah. Paying this fitrah completes the responsibilities of Ramadan. It is an offering from the servants towards the court of Allah, which in itself has the status of a plea and a petition: "O Allah! If any shortcoming has remained in our fasts, or if we have committed any fault or negligence in the acts of worship of the month of fasting, then accept this fitrah as compensation for it. And accept our prayers, our fasts, our good deeds and kindnesses, and our recitation of the Qur'an, and accept in our favour the intercession of the month of fasting and of the holy Qur'an." Ameen!
