ملت کی اجتماعی بیعت

حضرت حارث اشعری رضی اللہ تعالیٰ عنہ سے روایت ہے کہ رسول کریم ﷺ نے ارشاد فرمایا کہ: “میں تمہیں پانچ چیزوں کا حکم دیتا ہوں۔ (۱) مسلمانوں کی جماعت کا (قول وعمل اور اعتقاد میں) اطاعت کرو (ملت کی اجتماعی بیعت کو بہر صورت برقرار رکھو اور سربراہانِ ملت کی طرف سے جو احکام جاری ہوں ان کو ہر حالت میں تسلیم کرو اور ان کی اطاعت کرو۔) (۲) امراء وعلماء (شریعت کے مطابق) جو ہدایت دیں ان کو سنو اور تسلیم کرو۔ (۳) علماء و امراء کے احکام کی اطاعت وفرمانبرداری کرو۔ (۴) ہجرت کرو۔ اور (۵) اللہ کی راہ میں جہاد کرو۔ اور یاد رکھو! جو شخص ملت کی اجتماعی بیعت سے بالشت بھر بھی الگ ہوا اس نے (گویا) اسلام کی رسی کو اپنی گردن سے نکال دیا الا یہ کہ وہ واپس آ جائے اور جس شخص نے پکارا جاہلیت کا سا پکارا، وہ (گویا) دوزخیوں کی جماعت کا فرد ہے، اگر چہ وہ روزے رکھے، نماز پڑھے اور یہ کہے کہ میں مسلمان ہوں۔” (ترمذی و احمد)
اسلام دنیا کا یگانہ مذہب بھی ہے اور دنیا کی سب سے بڑی طاقت بھی، اسلام جس طرح انسانیت عامہ کی دینی، مذہبی اور اخلاقی، اخروی فلاح کا سب سے آخری اور مکمل قانون ہدایت ہے اسی طرح وہ ایک ایسی لافانی سیاسی طاقت بھی ہے جو انسانوں کے عام فائدے، عام بہتری اور عام تنظیم کے لیے حکومت و سیاست سے اپنے تعلق کو بر ملا ظاہر کرتی ہے، یہ ایک ناقابل تردید حقیقت ہے کہ اسلام صرف ایک مذہب ہی نہیں بلکہ مذہب کی حیثیت سے کچھ اور بھی ہے، اس کو حکومت، حاکمیت، سیاست اور سلطنت سے وہی تعلق ہے جو اس کا کائنات کی کسی بھی بڑی سی بڑی حقیقت سے ہو سکتا ہے، اس کو محض ایک ایسا نظام نہیں کہا جا سکتا ہے جو صرف باطن کی اصلاح کا فرض انجام دیتا ہے بلکہ اس کو ایسا دینی نظام بھی سمجھنا چاہیے جو خدا ترس و خدا شناس روح کی قوت سے دنیا کے مادی نظام پر عالمگیر غلبہ کا دعویٰ رکھتا ہے، اسلام اور حکومت کے درمیان تعلق ہی نہیں ہے بلکہ اسلام کے بنیادی عقیدے وتصور کے مطابق یہ زمین اللہ کی ملکیت ہے اور اس زمین پر حکومت اللہ کا حق ہے، اس لیے اسلام کا ایک بنیادی مقصد یہ بھی ہے کہ اس زمین پر اللہ کی حکومت قائم کی جائے اور اس کا اتارا ہوا قانون نافذ کیا جائے۔

اس حدیث میں رسول کریم ﷺ نے امت کو ملت کی اجتماعی بیعت اور اسلام کے غلبہ کے لیے چند بنیادی احکامات بتائے ہیں، شروع کے تین احکامات آپس میں تقریباً ایک ہی جیسے ہیں یعنی ان کا بنیادی مقصد اطاعت وفرمانبرداری ہے، اور یہ دراصل مسلمانوں کی جماعت، امراء یعنی حکومت کا نظم ونسق چلانے والوں اور علماء کے احکامات جو وہ جاری کریں ان کی اطاعت کی ہے اگر چہ وہ قرآن وسنت کے مطابق ہوں، دراصل اسلامی معاشرے میں ان لوگوں کی ذمہ دارانہ حیثیت ملت کی بقا اور دین کی سربلندی کے لیے نہایت ضروری ہے، لہذا جب یہ لوگ ایک صحیح اسلامی و فلاحی مملکت کی ترقی اور اس کی بقا کے لیے کوشش کریں تو تمام افراد کی یہ ذمہ داری ہے کہ ان کا ساتھ دیں، اور جو کوئی بھی ملت کی اجتماعی بیعت سے بالشت بھر بھی الگ ہوگا یعنی جس پر پوری ملت عمل پیرا ہے جیسے سنت کو اختیار کرنا، بدعات سے اجتناب کرنا، امام و امیر کی فرمانبرداری کرنا، اگر چہ وہ ان چیزوں کو معمولی درجے میں بھی ترک کرے گا تو گویا اس نے اسلام کی فرمانبرداری کا پٹہ اپنی گردن سے نکال دیا یعنی اس نے اسلام کے تئیں اپنے کیے ہوئے عہد کو توڑ دیا اور اپنی اس ذمہ داری کو ختم کر دیا جو مسلمان ہونے کی حیثیت سے اس پر واجب تھی، یا یہ کہ خود اسلام اس سے بری الذمہ ہوگیا۔

ساتھ ہی جس کسی کو بھی حکومت یا جماعت کی ذمہ داری ملے تو اس کو اپنے فرائض کا بھی پورا پورا شعور رکھنا چاہیے اور کامل دیانت، محنت، احساس ذمہ داری اور تن دہی کے ساتھ اپنے کام کو انجام دے کیونکہ رسول کریم ﷺ کا ارشاد ہے۔

“جو شخص مسلمانوں کے اجتماعی امور کا ذمہ دار ہو اور وہ ان کے ساتھ خیانت کرے تو اللہ اس پر جنت حرام کر دے گا۔” (بخاری و مسلم)

حضرت عمر فاروق رضی اللہ تعالیٰ عنہ نے ایک بار تقریر کرتے ہوئے فرمایا: “اے لوگو! ہمارا تم پر حق ہے کہ پیٹھ پیچھے ہماری مخلصانہ خیر خواہی کرو اور نیکی کے امور میں ہماری مدد کرو، اور اے حکومت کے ذمہ دارو! سر براہ کی بردباری اور نرمی سے زیادہ نفع بخش اور اللہ کے نزدیک زیادہ پسندیدہ اور کوئی بردباری نہیں ہے، اسی طرح سر براہ کی ناسمجھی اور جذباتیت اور بے سوچے سمجھے کام کرنے سے زیادہ نقصان دہ اور ناپسندیدہ کوئی دوسری ناروائی اور بد سلیقگی نہیں ہے۔”

رسول کریم ﷺ کے آخری دو احکامات ہجرت اور جہاد کے متعلق ہیں، ہجرت سے مراد ہے کہ دارالکفر میں رہنے والے مسلمان ترک وطن کر کے دارالاسلام چلے جائیں، اسی طرح گناہ و معصیت کی زندگی کو چھوڑ کر توبہ اور اللہ کی راہ اختیار کر لینا بھی ہجرت کے حکم میں ہے، اللہ کی راہ میں جہاد کرو، اس حکم میں جہاد سے مراد اسلام کی ترقی وشوکت، دین کی سربلندی اور روئے زمین پر قانون الٰہی کے غلبہ کے لیے اسلام دشمن طاقتوں اور کافروں سے جنگ کرو، جیسا کہ آپ ﷺ نے خود ہجرت کے بعد اعلائے کلمۃ اللہ اور اللہ کے بندوں پر اللہ ہی کی حکمرانی قائم کرنے کے لیے اس کے راستے میں رکاوٹ ڈالنے والی دشمن طاقتوں سے جہاد کیا۔
English translation
It is narrated from Harith al-Ash'ari (may Allah be pleased with him) that the Noble Messenger ﷺ said: “I command you five things: (1) Obey the community (jama'ah) of the Muslims in word, deed and belief — that is, uphold the collective unity and allegiance of the Ummah in every situation, and in every circumstance accept and obey the commands issued by the leaders of the Ummah. (2) Listen to and accept the guidance that the rulers and scholars give (in accordance with the Shari'ah). (3) Obey and comply with the commands of the scholars and rulers. (4) Make hijrah (migration). And (5) Perform jihad in the way of Allah. And remember: whoever separates himself from the collective allegiance of the Ummah by even a hand-span has, as it were, removed the rope of Islam from his neck — unless he returns — and whoever raises the call of ignorance (jahiliyyah) is, as it were, a member of the group of the people of Hell, even though he fasts, prays and says, ‘I am a Muslim.’” (Tirmidhi and Ahmad)

Islam is at once the world's unique religion and its greatest power. Just as Islam is the final and complete code of guidance for the religious, moral and otherworldly welfare of all humanity, so too it is an everlasting political force that openly declares its connection with government and politics for the common benefit, common betterment and common ordering of mankind. It is an undeniable fact that Islam is not merely a religion; as a religion it is also something more. Its relationship with government, sovereignty, politics and rule is like its relationship with any of the greatest realities of the universe. It cannot be called merely a system that performs only the task of inner reform; rather it must be understood as a religious order that, through the strength of a God-fearing and God-conscious spirit, lays claim to universal dominance over the material system of the world. There is not merely a relationship between Islam and government; rather, according to Islam's fundamental belief and conception, this earth is the property of Allah and rule over this earth is Allah's right. Therefore one of the basic aims of Islam is that Allah's government be established on this earth and the law He has sent down be enforced.

In this hadith the Noble Messenger ﷺ has taught the Ummah some fundamental commands for the collective unity of the Ummah and the dominance of Islam. The first three commands are almost the same, that is, their basic purpose is obedience and compliance — in reality it is obedience to the community of the Muslims, to the rulers (those who run the administration of the government) and to the scholars, in the commands they issue, provided these are in accordance with the Qur'an and Sunnah. In truth, the responsible position of these people in an Islamic society is essential for the survival of the Ummah and the ascendancy of the religion; hence, when they strive for the progress and survival of a true Islamic welfare state, it is the duty of all individuals to support them. And whoever separates himself even a hand-span from the collective allegiance of the Ummah — that is, from what the whole Ummah practises, such as following the Sunnah, avoiding innovations and obeying the imam and the leader — even if he abandons these things to a slight degree, it is as though he has removed the yoke of obedience to Islam from his neck; that is, he has broken the covenant he made regarding Islam and has ended the responsibility that was obligatory upon him by virtue of being a Muslim; or else Islam itself becomes free of responsibility for him.

At the same time, whoever is given a responsibility of government or of the community must also be fully conscious of his duties and must carry out his work with complete integrity, effort, a sense of responsibility and diligence, for the Noble Messenger ﷺ has said:

“Whoever is entrusted with the collective affairs of the Muslims and then betrays them, Allah will forbid Paradise to him.” (Bukhari and Muslim)

Umar al-Faruq (may Allah be pleased with him) once said in an address: “O people! We have a right over you that you sincerely wish us well behind our backs and help us in matters of goodness. And O those responsible for government! No forbearance is more beneficial and more beloved to Allah than the forbearance and gentleness of a leader; likewise, no impropriety or mismanagement is more harmful and more disliked than a leader's foolishness, rashness and acting without thought.”

The last two commands of the Noble Messenger ﷺ concern hijrah and jihad. Hijrah means that Muslims living in the land of disbelief should leave their homeland and move to the land of Islam; likewise, to abandon a life of sin and disobedience and turn to repentance and the way of Allah also comes under the ruling of hijrah. “Perform jihad in the way of Allah” — in this command, jihad means to fight the enemies of Islam and the disbelievers for the progress and might of Islam, the ascendancy of the religion, and the dominance of the divine law over the face of the earth, just as the Prophet ﷺ himself, after his migration, waged jihad against the hostile powers that obstructed the path of raising the word of Allah and establishing Allah's sole rule over His servants.
