حرم مکہ کی عظمت و حرمت
ابو شریح عدوی رضی اللہ تعالیٰ عنہ سے روایت ہے کہ انہوں نے عمرو بن سعید سے کہا جب کہ وہ (یزید کی طرف سے) مدینہ کا حاکم تھا اور اس کے حکم سے عبداللہ بن الزبیر رضی اللہ تعالیٰ عنہ کے خلاف مکہ پر چڑھائی کرنے کے لیے لشکر تیار کرکے روانہ کر رہا تھا: "اے امیر! مجھے اجازت دیجیے کہ میں رسول اللہ صلی اللہ علیہ وسلم کا ایک فرمان بیان کروں جو آپ ﷺ نے فتح مکہ کے اگلے دن (مکہ میں) ارشاد فرمایا تھا، جسے میں نے اپنے کانوں سے آپ ﷺ کا فرمان خود سنا تھا اور میرے ذہن نے اس کو یاد کرلیا تھا اور جس وقت آپ ﷺ کی زبان مبارک سے فرمان صادر ہوا تھا اس وقت میری آنکھیں آپ ﷺ کو دیکھ رہی تھیں۔ آپ ﷺ نے پہلے اللہ تعالیٰ کی حمد و ثنا کے بعد فرمایا کہ 'مکہ اور اس کے ماحول کو اللہ نے حرام قرار دیا ہے، اس کی حرمت کا فیصلہ انسانوں نے نہیں کیا ہے، اس لیے جو شخص اللہ اور یوم آخرت پر ایمان رکھتا ہو اس کے لیے حرام ہے کہ نہ تو یہاں خون ریزی کرے اور نہ یہاں کے درختوں کو کاٹے، اور اگر کوئی شخص میرے قتال کو سند بنا کر جواز نکالے تو اس کے لیے کہو کہ اللہ نے اپنے رسول اللہ صلی اللہ علیہ وسلم کو اجازت دی تھی، تجھے اجازت نہیں دی ہے، اور مجھے بھی اللہ نے ایک دن کے تھوڑے سے وقت کے لیے عارضی اور وقتی طور پر اجازت دی تھی، اور اس وقت کے ختم ہونے کے بعد وہ حرمت لوٹ آئی، اور اب قیامت تک کے لیے اس کا جواز نہیں ہے۔ (اس کے ساتھ آپ ﷺ نے یہ بھی فرمایا کہ) جو لوگ یہاں موجود ہوں اور جنہوں نے میری یہ بات سنی ہے، وہ دوسرے لوگوں کو یہ بات پہنچا دیں'۔" (اس لیے اے امیر! میں نے رسول اللہ صلی اللہ علیہ وسلم کے حکم کی تعمیل میں آپ ﷺ کا یہ فرمان تم کو پہنچا دیا ہے) ابوشریح سے کسی نے پوچھا کہ پھر عمرو بن سعید نے کیا جواب دیا، انہوں نے بتلایا کہ اس نے کہا: اے ابوشریح! میں یہ باتیں تم سے زیادہ جانتا ہوں، حرم کسی نافرمان کو یا ایسے آدمی کو جو کسی کا ناحق خون کرے یا کوئی نقصان کرکے بھاگ گیا ہو پناہ نہیں دیتا (یعنی ایسے لوگوں کے خلاف حرم میں بھی کاروائی کی جائے گی)۔ (بخاری و مسلم)
اس حدیث میں شہر مکہ کی عظمت و حرمت کا ذکر فرمایا گیا ہے کہ اس کی عظمت و حرمت دور قدیم سے چلی آ رہی ہے، یہ محض رسم و رواج نہیں ہے بلکہ اللہ تعالیٰ کے حکم سے ہے اور یہ حکم قیامت تک کے لیے ہے، اس کا خاص ادب و احترام لازم کیا جائے۔ رسول اللہ صلی اللہ علیہ وسلم نے فرمایا مجھ سے پہلے کسی بندہ کو اس کی اجازت وقتی طور پر بھی نہیں دی گئی، مجھے بھی تھوڑے سے وقت کے لیے اس کی اجازت اللہ تعالیٰ نے دی تھی اور وہ بھی وقت ختم ہونے کے ساتھ ختم ہوگئی، اب قیامت تک کے لیے کسی بندے کے لیے یہاں قتال کی اجازت نہیں ہے۔
English translation
Abu Shurayh al-'Adawi (may Allah be pleased with him) reported that he said to 'Amr ibn Sa'id, while the latter was the governor of Madinah (on behalf of Yazid) and was preparing and dispatching an army against 'Abdullah ibn al-Zubayr (may Allah be pleased with him) to attack Makkah: "O Amir! Permit me to relate to you a statement of the Messenger of Allah (peace and blessings be upon him) which he made on the day after the conquest of Makkah. My own ears heard it, my mind memorised it, and my eyes were watching him as the words issued from his blessed tongue. After first praising and glorifying Allah, he said: 'Makkah and its surroundings have been made sacred by Allah; its sanctity was not decreed by men. So whoever believes in Allah and the Last Day, it is forbidden for him to shed blood therein, or to cut down its trees. And if anyone seeks to justify fighting there on the basis of my fighting, tell him that Allah permitted His Messenger (peace and blessings be upon him) but has not permitted you; and I too was permitted only for a short part of a single day, temporarily, and after that time ended its sanctity returned, and there is no permission for it until the Day of Judgement. Let those who are present convey this to those who are absent.'" (So, O Amir, in obedience to the command of the Messenger of Allah (peace and blessings be upon him), I have conveyed his statement to you.) Abu Shurayh was asked what 'Amr ibn Sa'id then replied; he said that 'Amr said: "O Abu Shurayh, I know these matters better than you; the Haram does not give refuge to a rebel, nor to a man who unjustly sheds blood or causes some harm and then flees" (meaning such people will be pursued even within the Haram). In this hadith the greatness and sanctity of the city of Makkah is mentioned — that its greatness and sanctity have continued from ancient times. This is not a mere custom or convention, but is by the command of Allah, and this command remains until the Day of Judgement, so its special respect and reverence must be observed. The Messenger of Allah (peace and blessings be upon him) said that no servant before him was ever given permission for it, even temporarily; and he too was granted permission by Allah for only a short time, which ended when that time ended; now, until the Day of Judgement, no servant is permitted to fight therein.
